Experts designing human rights courses for civil servants globally

UNDP and UNFPA, in partnership with the Government of Turkmenistan, have launched a two-day seminar aimed at developing special courses for civil servants on gender-oriented management. The project is part of a larger three-year UNDP project called “Assistance in the implementation of the National Action Plan of Turkmenistan in the field of human Rights for 2021-2025,” as well as within the framework of the UNFPA work plans for 2022 and 2023 “Assistance in strengthening the system and mechanisms for the promotion of gender equality.”

UNDP is a long-standing partner of the Turkmenistan government in developing educational courses on human rights. Tomica Paovich, Deputy Permanent Representative of UNDP in Turkmenistan, notes that such courses help governments to make more effective decisions to achieve gender equality, including with regard to gender mainstreaming policy, which is one of the most effective ways to promote women’s empowerment.

The working group on the development and integration of courses will present comments and recommendations to the draft educational program, which will be digitized in the future and submitted to the Government of Turkmenistan for further adoption as a mandatory course for civil servants. This course’s development and implementation will contribute to the implementation of the National Action Plan for Human Rights in Turkmenistan for 2021-2025 and the National Action Plan for Gender Equality in Turkmenistan for 2021-2025, as well as the Gender Equality Strategy of the United Nations Development Program for 2022-2025.

The seminar will continue its work tomorrow, and the development of this course is expected to have a significant positive impact on gender equality promotion and civil service management in Turkmenistan.
