Kyrgyz President Returns Land Code with Objections

President Sadyr Japarov of Kyrgyzstan has decided to return with objections the Land Code, which had previously sparked heated discussions in Parliament and mass discontent in society. The press secretary of the head of state, Askat Alagozov, made the announcement on Facebook.

According to Alagozov, President Japarov’s decision was based on the principle that private property is inviolable in Kyrgyzstan. The statement highlighted that if a piece of land, on which a vegetable garden or a residential house is situated, is required for state purposes, compensation must be provided or an equivalent land plot must be offered elsewhere, as stated in the Constitution.

When signing the objection to the Land Code, which was passed by Parliament on February 13, 2025, President Japarov took into consideration various points, including the withdrawal of a land plot due to the failure of the land user to fulfill obligations, the limitation of the land plot owner’s right to receive compensation, the transfer of pastures not related to grazing to private ownership, the granting of land plots to foreigners without proper procedures, and other issues related to land ownership and usage.

The President’s objections aimed to address these discrepancies in the Land Code to ensure that the rights of landowners and the principles outlined in the Constitution are upheld. This decision comes amidst ongoing efforts to reform land laws in Kyrgyzstan and to protect the rights of landowners in the country.
