
Uzbekistan Enacts New Law to Strengthen Telecommunications Oversight

The Senate of Uzbekistan has recently passed a new law aimed at regulating the telecommunications market and defining the responsibilities of government bodies involved in its development. This legislation, discussed during the 59th plenary session, establishes a regulatory framework for the telecommunications sector in the country.
The newly approved law mandates the creation of an independent regulatory body for the telecommunications market in line with Uzbekistan’s commitments to the World Trade Organization (WTO). This regulatory body will be tasked with overseeing the provision of essential telecommunications services and ensuring that its decisions are fair and binding for all market participants.
Key provisions of the law include granting the regulatory authority the power to license telecommunications activities, manage approval procedures, and take necessary actions during emergencies that may impact the telecommunications infrastructure. It also allows for the accreditation of legal entities that conduct projects and cost estimates for building telecommunications networks and facilities.
Furthermore, the regulatory authority will develop a digital numbering system for telecommunications networks to safeguard user rights and legitimate interests. The law also includes regulations for the development and approval of guidelines governing the use of the national segment of the Internet domain.
All normative and legal documents issued by the regulatory authority will be obligatory for compliance by both legal entities and individuals within its jurisdiction.
Following its approval by the Senate, the law will now be presented to the president for final approval before coming into effect. This new legislation marks an important step towards enhancing the telecommunications sector in Uzbekistan and ensuring a fair and transparent market for all stakeholders involved.
