Austrian Diplomat Aims to Elevate Kazakhstan’s Profile in Austria

Strengthening Kazakh-Austrian Relations: An Interview with Ambassador Andrea Bacher
ASTANA – Ambassador Andrea Bacher of Austria began her diplomatic mission in Kazakhstan this January, discovering an agenda rich with possibilities to enhance bilateral relations. In a recent interview with The Astana Times, she shared insights into her priorities and the evolving Kazakh-Austrian partnership.
Ambassador Bacher expressed a clear mission: to elevate Austria’s visibility in Kazakhstan, particularly among Austrian businesses, while promoting a deeper understanding of Kazakhstan within Europe.
Opening New Doors
Reflecting on her aims, Bacher cited Peter Francopan’s book, Silk Road, which had originally piqued her interest in the region’s cultural and economic legacy. She emphasized that Central Asia remains largely unexplored in European consciousness and aims to rectify that perception during her tenure.
“If I can leave this role knowing that I’ve put Kazakhstan on the mental map of Austria, encouraging visits and cultural exchanges, then I will consider my mission accomplished,” she stated.
Economic Opportunities
The conversation shifted to the latest developments in Kazakh-Austrian trade relations. Bacher highlighted that Kazakhstan is already Austria’s largest trading partner in Central Asia, with bilateral trade in 2024 reaching $280.8 million. Investments from Austria to Kazakhstan over the years have surpassed $3 billion, indicating a strong interest from Austrian businesses in exploring opportunities in Kazakhstan.
“There is an extreme interest among Austrian companies seeking new markets. Kazakhstan, in the context of Central Asia, stands out as one of the most promising destinations,” Bacher noted, adding that over 400 Austrian companies are currently active in the country.
These businesses span various sectors, from energy and infrastructure to healthcare, with a focus on Kazakhstan’s economic diversification goals. “Many of our businesses are small and medium-sized, often family-owned, and they truly excel in their fields,” she highlighted.
Addressing Challenges
While improvements in Kazakhstan’s business environment have been noted, Ambassador Bacher pointed out challenges such as corruption and the need for skilled workers. She suggested that Kazakhstan could benefit from adopting aspects of Austria’s dual education system, which integrates vocational training with practical experience.
“Kazakhstan boasts excellent universities, but the vocational training sector needs further development. The dual education model could prepare specialists for high-tech jobs,” she explained.
Investment in Infrastructure
Bacher also emphasized Austria’s commitment to enhancing the Trans-Caspian International Transport Route, highlighting its significance for both Central Asia and Europe. She underscored the need for diversified supply chains in light of recent global disruptions.
Furthermore, Bacher expressed support for the European Union’s Global Gateway initiative in Central Asia, advocating for the realization of concrete projects that will foster regional stability and prosperity.
EU-Central Asia Relations
The ambassador acknowledged that discussing Kazakh-Austrian relations necessitates consideration of the wider EU-Central Asia context. The recent summit in Samarkand, which involved top leaders from both regions, signified newfound political commitment towards collaboration.
Bacher welcomed the European Commission’s announcement to initiate visa facilitation negotiations for Kazakhstan, deeming it a critical step for deepening political and economic ties.
“Facilitated travel between our regions will unquestionably benefit trade and investments, enhancing connections among our people,” she confidently asserted.
Personal Impressions
Since her arrival, Ambassador Bacher has been touched by the warmth of the Kazakh people and their rich cultural heritage. Her travels across the country, from the snow-capped Almaty mountains to the historic Silk Road sites in Turkistan, have deepened her appreciation for Kazakhstan’s vastness and diversity.
“Traveling here has illuminated the country’s immense scale; exploring Kazakhstan, which is over 30 times the size of Austria, presents a remarkable adventure,” she remarked.
Ambassador Bacher identified tourism as a critical area for cooperation and aims to establish direct flights between Austria and Kazakhstan, fostering greater connectivity.
Empowering Women
Moreover, in her role as a female leader, Bacher emphasized the importance of female empowerment in all sectors. She participated in a platform for women leaders in Astana and was inspired by the range of women from various sectors engaged in leadership roles.
Reflecting on gender equity efforts in Austria, she noted that women now occupy 41% of leadership roles in her home country’s Foreign Ministry, highlighting the ongoing advancements in promoting women in leadership positions.
Conclusion
Ambassador Andrea Bacher’s tenure is marked by a commitment to solidifying Kazakh-Austrian relations through economic collaboration, cultural exchange, and shared values of empowerment. Her proactive approach demonstrates a significant potential for deepening ties between Austria and Kazakhstan in the years to come.
