The 2025 Fiscal Year Central State Administration Budget Bill is being discussed at the General Assembly of the Republic Assembly.
CTP Chairman Tufan Erhürman took the floor regarding the 2025 Fiscal Year Central State Administration Budget Bill in general.

Reading the general justification of the Immovable Property Commission Law, Erhürman noted that if a regulation is made accordingly, the construction industry will be on its feet.
Stating that the transit from Southern Cyprus to Northern Cyprus decreased by 11 percent, Erhürman said, “Black Friday showed you everything.” he said.

Referring to the postponement of the strike in Civil Aviation by a decree having the force of law, Erhürman reminded that the strike could be postponed twice and said, “You have not left the legal security of anything in the country.” he said.

CTP deputy Devrim Barçın also spoke on the budget and said that we are faced with the largest budget deficit in the history of TRNC.
Stating that the budget deficit in 2023-2024 is 8 and a half percent of the total appropriations, Barçın explained that 13.35 percent of the appropriations in this year’s budget are budget deficit. Stating that no funds were allocated for public infrastructure in the budget, Barçın said, “There are no roads, no schools, no hospitals, the budget deficit is 13.35 percent.”
Noting that the budget deficit cannot exceed 3 and a half percent of the gross domestic product, Barçın said that if it passes, excessive deficit correction measures should be taken and asked what measures the Government will take.
Noting that the government is working to reduce the reflection of the cost of living on salaries, Barçın said that even the laws made reduce incomes and gave an example.
Stating that the budget deficit amounted to 5 billion 678 million TL in 10 months, Barçın stated that the public paid the deficit from their pockets. “There is no such budget discipline.” Barçın said, noting that the Government even took the dividends of the country’s future in advance.
Barçın criticized the issuance of tax amnesty and the extension of the period of amnesty through a decree having the force of law in a period when we were faced with a historical budget deficit, and stated that these decrees were made by order and tax revenues decreased after the amnesty was granted.
Barçın stated that, in accordance with the Constitution, the budget must come to the Parliament on October 31 at the latest, and said that the budgets of local governments are still not ready today.
Barçın noted that inflation forecasting is very important in the preparation of the budget, but real data was not used in the preparation of this budget.

Speaking afterwards, CTP MP Salahi Şahiner said that the government will reap what it sowed in 2025 and evaluated the 2025 budget as the government’s report card full of broken points. Şahiner argued that the promises made in 2024 were not fulfilled and that this would be achieved in 2025.
Stating that the disruptions in public services must be confronted, Şahiner talked about the reflection of the lack of public services at the desired level on the Ministry of Finance.
Stating that the situation of the production sectors will leave its mark on 2025 and that everyone wants to escape from these sectors, Şahiner expressed his prediction that the producers will not leave the streets and squares empty in 2025. Şahiner also emphasized that the way to prevent the price increase in domestic production is to produce.
Talking about the Kalecik 3 contract, Şahiner said that the necessary investments can be made with the extra money paid to the relevant company within one year.
Şahiner emphasized that the fight against inflation will not be possible by “adjusting” the data of the Statistical Institute and said that the data should not be touched and that correct data should be worked with.
Stating that the budget deficit is well over 18 billion TL and that this will be seen within the year, Şahiner explained that the deficit will be closed with steps that will strain the society.

CTP deputy Erkut Şahali noted that there are no revenue-increasing measures in the 2025 budget, and the only revenue-increasing measure is from the public’s pocket. Şahali also said that the budget’s inflation expectation was around 35 percent and that this figure was “shaved”.
Drawing attention to the increase in izaz, catering and representation expenses in the 2025 budget, Şahali criticized this increase and interpreted it as a sign that there will be an election.
Noting that what he observed in the committee’s work was that the government was not capable of governing the country, Şahali noted that 2025 would be the year to put an end to this situation.
