In the 2025 Fiscal Year Central State Administration Budget Bill, the Courts budget was unanimously accepted by the Republic Assembly Economy, Finance, Budget and Planning Committee, with an increase of 29 million TL, reaching 927 million 978 thousand 300 TL.
Supreme Court President Bertan Özerdağ also attended the committee meeting.
– Baybars
Independent Deputy Ayşegül Baybars, who first spoke on the budget, said that the budget is important for the judiciary to function independently.
Emphasizing that the budgetary resources of the courts are limited, Baybars stated that the “notification and enforcement” institution must work quickly in order to show that the court decisions are implemented.
Referring to the equipment problems, Baybars said, “There are many problems such as chairs, tables, printers and cartridges. You could not provide to the courts budget the generosity you provided to the Assembly of the Republic, especially those representations and gifts. “I wonder how these problems will be resolved this year?” he said.
Baybars said that the problems of the courts in this regard are expressed every year and they need to be resolved.
Touching on the issue of digitalization of the courts, Baybars stated that the budget of the courts should become an “autonomous budget”.
“The courts are not at a sufficient level in terms of personnel and human resources.” Baybars said that unfortunately the judiciary is far below the legislature and executive in terms of budget.
-Şahiner
CTP Deputy Salahi Şahiner also asked in his speech whether the courts will be moved into the presidential campus.
-Ozerdag
Supreme Court President Bertan Özerdağ also took the floor and said that a land was allocated to them in that region in 2015, before the Parliament and Presidential campus project was completed.
Stating that the President of the Supreme Court of the period was working on the new court building, but it was not possible to build the desired project on that land due to its shape, Özerdağ said that negotiations were held about giving other land as an exchange in return for the return of this land, and that they would receive a 10-decare land next to the Presidency and Parliament campus. He noted that it had been allocated.
Stating that approval was received for the construction of courts on this land, Özerdağ stated that it was approved for the three powers representing the legislature, executive and judiciary to be in the same region.
Stating that the Supreme Court Building will be built in that area, Özerdağ stated that the building will be built taking into account their sensitivities and demands.
Özerdağ said that the construction of the building will start within six months at the latest.
Stating that there has been a decrease in civil cases and an increase in criminal cases in recent years, Özerdağ noted that he made recommendations to increase the number of high criminal courts, but the buildings they had were insufficient.
Stating that they demand the number of judges in criminal cases to be increased, but this can only be achieved if the new building is completed, Özerdağ stated that the judges have security problems and that they also have thoughts about increasing the security conditions in the courts.
Stating that each judge does a job for two people, Özerdağ drew attention to the workload of judges.
Following the speeches, the Courts budget was voted on and accepted unanimously.
After the courts budget, the Legal Department (General Prosecutor’s Office) budget was discussed.
