Prime Ministry DPÖ Undersecretary Durali Güçlüsoy participated in the 18th Hour program on BRT and explained the work done against a possible earthquake.
Güçlüsoy said, “We should not be afraid of earthquakes. We need to be afraid of imprudence and unconsciousness. “We have been working in this direction for a year and a half, in line with the instructions given by the Prime Minister, on this path we set out with this motto,” he said.
Stating that the earthquake issue is one of the most important items on the government’s agenda, Güçlüsoy said, “We are in the earthquake zone due to our geographical location. The reality of earthquakes stands before us as an inevitable reality. “It is absolutely impossible for us to ignore this,” he said.
Durali Güçlüsoy said that the Earthquake-related committee established within the Prime Ministry will hold a meeting on Monday.
Güçlüsoy said, “We have a committee that we established and continue to work with the Chamber of Geosciences Engineers, the Chamber of Civil Engineers, the Chamber of Architects, our Geophysical Engineers, our Meteorology Department, our Geology and Mining Department, and the valuable professors of the universities in the country where we are a member. We follow all the developments in the recent meetings of the committee. Actually, the committee had a meeting again today, but it was postponed to Monday due to the symposium of the Chamber of Civil Engineers on earthquakes and buildings to be built against earthquakes. “The committee will meet on Monday afternoon,” he said.
Prime Ministry DPÖ Undersecretary Güçlüsoy said that the Urban Transformation Law study regarding the transformation of buildings built under disaster risk has been completed by 90 percent.
Güçlüsoy said, “We constantly consult about the developments in the fault lines and the slip patterns in possible earthquakes. Apart from monitoring these, one of our important duties is to take measures to minimize the loss of life in a possible earthquake. Regarding these, urban transformation is a law study regarding the transformation of buildings built under disaster risk, which we call the on-site transformation law. His draft is also 90 percent finished. We will receive the final opinions from experts, pass them through our Council of Ministers and send them to the Assembly of the Republic. We visited the Turkish Ministry of Urbanization, Environment and Climate Change twice within the framework of the said law study. We received very valuable contributions from the experts there. “They still support the law,” he said.
Güçlüsoy stated that local governments, district governorships and the City Planning Department should be cautious about granting construction permits to stream beds, valleys and steep slopes, and that they are especially sensitive about approving projects that comply with earthquake regulations.
DPÖ Undersecretary Güçlüsoy said that in order to increase earthquake awareness in the country, activities will be held in primary and secondary schools as well as the society in general, starting from January 2025.
Noting that the preparations for the earthquake are also based on legal grounds, Güçlüsoy said, “Our Insurance Services Regulation and Supervision Law No. 60-2010 regarding Compulsory Disaster Insurance allows this. “We are working on a project with the Ministry of Finance to popularize disaster insurance and make it attractive and mandatory,” he said.
