Parliament Speaker Ziya Öztürkler made the opening speech for the 2025 Fiscal Year Budget at the Economy, Finance, Budget and Plan Committee. Öztürkler emphasized that “in addition to financial and strict discipline in the budget, it is essential to have good control.”

Öztürkler noted that the 2025 Fiscal Year Central State Administration Budget Draft was passed by the Council of Ministers and was presented to the Assembly of the Republic on October 31, 2024, at least two months before the beginning of the fiscal year, in accordance with Article 92 of the Constitution.

Pointing out that state budgets are political texts that determine the priorities of the fiscal policies to be implemented by governments, Öztürkler emphasized that budgets are the most important tool in achieving the goals and visions determined in government programs.

Öztürkler pointed out that the government has an authority from the parliament representing national sovereignty to collect public resources and make expenditures, and in this context, state budgets can be seen as a contract between the society and the political power regarding the use of resources, and continued as follows:

“In recent years, the one-year budget processes implemented in many developed countries have been shifted towards the multi-year strategic budget implementation framework. In their general nature, multi-year budgets include income and expense estimates for the following two or three years, as well as data for the relevant year. This fiscal policy has also been accepted in our country and the 2025 Fiscal Year Central State Administration Budget Draft has been prepared within the framework of a three-year budget approach, covering the years 2026 and 2027.

The Budget Bill, which was opened today in the Economy, Finance, Budget and Planning Committee, will be completed within a seven-day working period and will be referred to the General Assembly.

The 2025 Fiscal Year Central State Budget Draft was approved by the Council of Ministers as 136 billion 280 million Turkish liras; and the budget deficit was predicted as 17 billion 618 million. While the largest share in this budget is the general budget with 136 billion 280 million TL, a total of 11 billion 960 million 829 thousand TL has been determined for special budget administrations, regulatory and supervisory institutions and extra-budgetary funds.

When the 2025 Fiscal Year Central State Administration Budget is examined, it is seen that revenue-increasing and expense-reducing economic measures have been put forward. “In addition to financial and strict discipline, there must also be good control in the budget.”

Ziya Öztürkler stated that with the 2025 Fiscal Year Central State Budget to be passed by the legislative body, the executive body and affiliated institutions will be given the authority to use the next year’s budgets and said, “In this context, he reminds that trust in the state will be ensured through effective supervision; thanks those who participated in the budget work; “I hope it will be a good budget,” he said.
