The agreement prepared in line with this decision was signed at the 11th TDT Summit held in Bishkek, Kyrgyzstan on November 6, 2024. Within the scope of the agreement, the Türkiye-based TDT Civil Protection Mechanism was established.

With the call made by the TST Secretariat regarding the establishment of the mechanism, online negotiations were held on 23, 30 May and 2 June 2023, with the participation of representatives of member and observer countries, on the draft agreement prepared for the establishment of the mechanism in question. The Turkish Republic of Northern Cyprus also participated in the online meetings moderated by the TDT Secretariat. TRNC Civil Defense Organization represented the Presidency at the meetings.

After the targeted progress could not be achieved in the online meetings held on the draft agreement text, a face-to-face meeting was planned by the TDT Secretariat, and the planned meeting will be held in Istanbul on 4-5 July 2023, with the member countries Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan and the observer country Turkish Cypriot Northern Cyprus. It was carried out with the participation of the Republic.

The Meeting of Ministers and Heads of Emergency Units, attended by member and observer countries in Baku, Azerbaijan, on 6-8 September 2023, was held with the participation of the delegations of Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan and the observer country Turkish Republic of Northern Cyprus. At the meeting attended by Minister of Internal Affairs Dursun OĞUZ, Ministry Director Mehmet ERCİLASUN, TRNC Civil Defense Organization Head Atilla KARACA and Operations Training Branch Manager Yusuf EKER on behalf of TRNC, opinions were exchanged about the Civil Protection Mechanism to be established under the umbrella of TDT.
A consensus was reached at the online meeting held on June 7 and July 17, 2024, and the agreement was finalized. As a result of the agreement reached;
1. The agreement text will be signed by TDT member countries Türkiye, Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan,
2. The mechanism to be established will only intervene in disasters that occur on the territory of member and observer countries,
3. To seek consensus among all members on responding to disasters that may occur in third countries,
4. With the signing of the agreement, it was decided that observer countries would be included in the mechanism as full members and take an active role in all activities to be carried out within the scope of the mechanism.
Within the framework of the decision taken, a joint disaster response capacity will be established to support urgent needs in case of disasters and emergencies that may occur in the territory of Mechanism Member and Observer States as well as other states. For each disaster or emergency, participation in the Mechanism’s support activities will be on a voluntary basis.
In accordance with the agreement, the Civil Protection Mechanism will strengthen the mission of joint response to disasters by targeting cooperation between participating states. In this way, Turkish states will have a key role in the coordination of response to disasters within their borders and beyond.

The Turkish Republic of Northern Cyprus will take its place as a full member in the mechanism with the entry into force of the Civil Protection Mechanism of the Organization of Turkish States, which was signed by the TDT member states and gained the identity of an international organization.
