The 4th 5-Year Development Plan of the Turkish Republic of Northern Cyprus was introduced to the public within the scope of the “50th Year Vision of the Turkish Republic of Northern Cyprus” meeting.
In his speech at the meeting held with the participation of ministers, Prime Minister Ünal Üstel pointed out that we are going through a special and important period that will witness important changes and developments on behalf of the Turkish Republic of Northern Cyprus.
Üstel said, “The two-state solution policy put forward by President Ersin Tatar in parallel with the Motherland Republic of Turkey, Turkish President Recep Tayyip Erdoğan’s call to recognize the TRNC at the 78th UN General Assembly, the TRNC Flag made by the President of Azerbaijan, Mr. Aliyev. His statement that it will fluctuate in Azerbaijan and our representation power, which is increasing day by day in the Organization of Turkic States, seem to be a harbinger of important developments that will take place in the coming period. We now repeat our desire to embrace the world and take the place we deserve in the world, on every platform, with greater self-confidence and a louder voice. If we have set the goal of embracing the world and taking the place we deserve in the world, we must develop our country and compete with the world in every respect. “We must be ready to do this. In order to be ready for this, we must also put forward a planned development goal based on data,” he said.

Prime Minister Üstel pointed out that the “4th 5-Year Development Plan” of the Turkish Republic of Northern Cyprus is a step taken towards this goal.
He stated that even if the plan is for 5 years, the vision to be put forward will affect the country for at least 10 years.
Üstel said, “This medium-term vision will even shape the year 2033, which will coincide with the 50th anniversary of the establishment of the Turkish Republic of Northern Cyprus.”
The Prime Minister said that as a result of the principle of participation in the decisions to be made, it is aimed for nearly 300 experts and nearly 100 institutions and organizations to work alongside the Undersecretariat of the State Planning Organization under the Prime Ministry in the preparations of the “4th 5-Year Development Plan” of the Turkish Republic of Northern Cyprus.
Üstel said, “The participants of the Special Expertise Commissions that will be established to ensure high participation will present the necessary information on issues requiring expertise in the economic and social sectors, conduct research and contribute to the plan with their suggestions. Therefore, I strongly request that all public institutions and organizations provide the necessary support, contribution and assistance to the Special Expertise Commissions established for the preparation of the “Fourth Five-Year Development Plan”, which will be carried out under the coordination of the Undersecretariat of the State Planning Organization.
Üstel stated that the development plan, the last of which was made many years ago and could not be made later for different reasons, is a future-oriented planning that will include efforts to bring the country to a high level of welfare, and pointed out that unplanned growth that is not based on data is one of the biggest problems of the country.
The Prime Minister said, “If you do not have enough information, you cannot plan the population. If you cannot plan the population, you cannot plan education, health, transportation, energy needs, water needs, housing needs, public sector and investments. That’s why we attach importance to the 5-year development plan, and we will implement the plan in the first quarter of 2024 and update our vision in the light of this data. “Our self-management experience we have gained over a period of 40 years has carried us to certain targets and points. With this experience we have gained, we should better define our 50th year vision and even our 60th year vision,” he said.
Üstel noted that all political parties, whether represented or not represented in the parliament, agreed that development should be planned and programmed, and emphasized that the government showed the necessary will at this point and showed determination to implement a planning that has not been done for 26 years.
Looking at the present and the future, the Prime Minister emphasized that now is the time to do what has not been done and cannot be done for years, and said, “I hope that we will work with common sense and determine the future vision of the country together with the contribution of all political parties, unions, non-governmental organizations and experts.”
Üstel said, “The Turkish Republic of Northern Cyprus cannot waste any more time. We have a demand to embrace the world. At this point, we must immediately be ready to embrace the world. We are and will put forth all our efforts towards this goal. I would like to thank the undersecretary and team of the State Planning Organization affiliated with our Prime Ministry, and all the experts and participants who will take part in the commissions to be established, and wish them good work. I believe that the 4th 5-year development plan of the Turkish Republic of Northern Cyprus is not only the 5-year future of our country, but also the 10-year and even the 20-year future. It will also shed light on shaping the future. Today is a time when we receive trust from our children. The future is a time that we will leave a legacy to our children. Everyone wants to leave a good legacy to their children. “We want this too,” he said.
Prime Minister Ünal Üstel also said that they will complete the 5-year development plan at the beginning of 2024 and share it with the public.
