Challenges Remain for Food Imports from Ukraine
The recent wave of farmers’ protests in Europe has resulted in changes to the Common Agricultural Policy (CAP) in the European Union. The European Parliament has voted in favor of the Commission’s proposal to amend certain rules, with some of the simplifications potentially coming into effect during the 2024 application period.
While these amendments have led to changes in some regulations, there is still a lack of substantial progress in other areas, particularly in terms of food imports from Ukraine. The Hungarian Chamber of Agriculture (NAK) and Hungarian farmers’ association MAGOSZ have stated that more significant changes are necessary to maintain competitiveness and protect EU consumers.
The EU regulations are expected to be published by the end of May, after the sowing season, which will have a significant impact on the next crop marketing year. These amendments aim to simplify eligibility conditions and give Member States the flexibility to adapt their rules, potentially providing easier access for farmers in the upcoming application period.
Under the new rules, Member States will have the ability to amend the CAP Strategic Plan twice each calendar year. However, there is still room for further legislative simplification in the CAP rules. The statement from NAK and MAGOSZ emphasizes the importance of a stable and predictable environment for farmers to continue their activities and ensure consumers have access to healthy, safe food.
