Controversial Romanian Proposal to Divide Szeklerland
As Romania considers significant administrative reforms, the country’s county structure may undergo a major reshaping. The proposed plan aims to reduce the existing 41 counties to just 15, excluding Bucharest. While the idea is supported by business and academia, it has sparked debates and concerns, particularly regarding its potential impact on cultural, demographic, and historical aspects, especially in Transylvania.
According to the proposal, the reorganisation would be based on the population of small towns and cities, with municipalities suggested to have a population of at least 5,000 and cities at least 10,000. Proponents argue that this restructuring would enhance the efficiency of Romania’s administrative machinery. However, Romania’s social-democratic prime minister, Marcel Ciolacu, cautions that while administrative reform is necessary, it cannot be achieved overnight and would not take place before the 2024 parliamentary elections.
One of the controversial aspects of the proposal lies in its potential effect on Transylvania. Concerns have been raised about the division of Szeklerland, which has a 38% Hungarian population in Mures county, and the merging Harghita and Covasna, which have 85% and 74% Hungarian populations respectively, with Brasov. This move not only eliminates the prospect of autonomy but also dilutes the Hungarian majority in the resulting county to 43%, a significant shift from the current demographics.
Neighbouring Slovakia is also undergoing administrative reforms, with leaked proposals suggesting changes that may disadvantage the Hungarian community. The leaked proposal in Slovakia includes annexing Šamorín to Bratislava, merging Trnava and Nitra into a larger administrative unit, and abolishing the Hungarian-majority Komárno district. These potential changes could undermine Hungarian interests politically and economically.
As both Romania and Slovakia contemplate administrative reforms, the delicate balance between efficiency and the protection of minority rights, particularly those of the Hungarian communities, remains a critical consideration. The outcomes of these proposed changes will likely shape the political and cultural landscape in both countries for years to come.
