New Regulation Requires Vehicle Recognition System for Fuel Stations
In a recent development, the “National Vehicle Recognition System Application General Communiqué” was published in the Official Gazette on October 5, 2023. This new regulation aims to ensure equality of competition in the fuel market and effectively combat the informal economy by establishing a Universal Vehicle Tracking System (UTTS).
Under the UTTS, fuel stations are required to attach the Pistol Communication Module (TIM) to fuel pump pistols and connect them to the vehicle recognition reader (TTO). This system will track vehicles acquired or used in the enterprise, as well as vehicles not directly involved but still utilizing the vehicle recognition system (TTB).
According to the Communiqué, taxpayers operating fuel stations must install TTOs on at least one pump unit by January 31st. Pump units dispensing fuel types other than gasoline or diesel have until December 31st to comply with the regulation.
Vehicle owners are also required to have TTB installed on their vehicles by January 31st, or by December 31st for vehicles using fuel types other than gasoline or diesel. Vehicles not covered by these requirements must have TTB installed by July 1st.
To ensure compliance, taxpayers and vehicle owners must complete the necessary application and registration procedures for the specified equipment by April 30th. This includes installing the required hardware and communication modules for transmitting vehicle information to the pump payment recorder device during fuel sales.
In a statement regarding the new regulation, it was emphasized that all parties must fulfill their obligations in accordance with the General Communiqué to avoid any potential losses of rights. By adhering to the new requirements and deadlines, fuel stations and vehicle owners can contribute to a more transparent and competitive fuel market while combating the informal economy.
