The nurturing of capable leaders is a vital priority for any country’s development, and in Kazakhstan, this pursuit has taken concrete form in the Presidential Youth Personnel Reserve. Spearheaded by President Kassym-Jomart Tokayev, this public initiative held its inaugural selection in 2019, marking a significant milestone in the country’s journey towards developing its young talent.
Managed by the Agency for Civil Service Affairs, the Presidential Youth Personnel Reserve is a channel for harnessing the vigor, talent, and promise of Kazakhstan’s youth and directing it towards positions of power within the government. With 400 individuals currently enrolled, of whom 271 are already employed, the reserve boasts a significant presence within the government and private organizations. Notably, 34 reservists hold political positions, with three in high-level roles.
The selection process for the reserve is rigorous, emphasizing meritocracy, competence, and dedication to public service. Requirements such as citizenship, age no older than 35 years old, a college-level degree, five years of working experience, and proficiency in the Kazakh language reflect the program’s commitment to nurturing a diverse pool of talent that mirrors Kazakhstan’s society.
While the success stories of presidential reserve alumni such as Alibek Kuantyrov, former minister of the national economy, and Maxim Spotkai, Chief of Staff of the Senate, highlight the program’s role in shaping capable administrators and policymakers, the road to leadership in the reserve is not without its challenges. Stringent ethical guidelines outlined by the Agency for Civil Service Affairs emphasize the imperative of ethical conduct, integrity, and accountability among reservists. President Tokayev himself acknowledged concerns about the perceived lack of experience among young leaders within the reserve, emphasizing the importance of experience while also recognizing the fresh perspectives young leaders bring to the table.
