Hungary Proposes Increased Energy Saving Targets for Suppliers through 2027

The Energy Affairs Ministry of Hungary has recently announced the launch of public consultations on a draft amendment to the country’s energy efficiency obligation scheme (EEOS). The proposed changes aim to increase the energy saving obligation for energy suppliers and retailers until the end of 2027, while keeping it unchanged for fuel distributors.
If the amendments are adopted, starting from the second half of 2025, there will be targeted support for energy modernization projects in residential properties and transportation, with a focus on lasting impacts. The draft suggests raising the saving obligation to 1.4% of energy sales from July 2025, before reverting it back to the current 0.5% from 2028 to 2035.
Fuel distributors, on the other hand, will not see an increase in their obligation and may continue to operate at the current level of 0.5% throughout the entire period outlined in the proposal.
These changes are intended to encourage investments in energy efficiency and set the stage for long-term sustainable development in Hungary’s energy sector. The Ministry of Energy invites the public to participate in the consultation process and provide feedback on the proposed amendments.
