
ICRC Urges Kazakhstan to Strengthen Humanitarian Law in Europe and Central Asia

The International Committee of the Red Cross (ICRC) is urging Kazakhstan to play a role in enhancing international humanitarian law, emphasizing the essential principles of neutrality, impartiality, and independence. According to Ariane Bauer, the Regional Director for Europe and Central Asia at ICRC, Kazakhstan’s involvement in the development of humanitarian law is crucial for promoting reconciliation.
A recent round table in Astana commemorated the 70th anniversary of the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict. The event brought together international delegates and Kazakh officials to discuss the protection of cultural property during times of conflict. Bauer highlighted the importance of raising awareness about humanitarian law in Kazakhstan, especially focusing on the protection of cultural property.
Kazakhstan is a signatory of the 1954 Hague Convention and its first Protocol, which aims to safeguard cultural property and facilitate the return of unlawfully exported objects. Bauer encouraged Kazakhstan to also ratify the second protocol, which focuses on the restitution of property. She praised Kazakhstan for its active support of international humanitarian law and its efforts to mediate conflicts.
In the upcoming 34th International Conference of the Red Cross and Red Crescent in Geneva, Kazakhstan’s participation is expected to be significant. The theme of the event, “Navigate Uncertainty – Strengthen Humanity,” will bring together stakeholders to discuss crucial humanitarian issues. The ICRC plans to collaborate further with Kazakhstan on initiatives related to reinforcing humanitarian law and addressing the impact of cyber threats.
Following the devastating floods in Kazakhstan, the International Federation of Red Cross and Red Crescent Societies provided a grant to the Kazakhstan Red Crescent to aid those affected. The organizations work closely with state authorities to ensure that vulnerable individuals receive necessary support during natural disasters.
Overall, the ICRC remains committed to upholding its principles of neutrality, impartiality, and independence while providing aid to people affected by conflicts and crises.
