Joint Statement on BRTK from Architects and Civil Engineers Chamber

The Union of Chambers of Turkish Cypriot Engineers and Architects (KTMMOB) is taking legal action against a violation of competition regulations in a special architectural project competition. The Chamber of Architects and the Chamber of Civil Engineers, affiliated with KTMMOB, announced that they will be pursuing all necessary legal actions after a civil engineer who is not a member of the Chamber of Civil Engineers was not disqualified from the competition and was selected as the first-place winner based on incomplete evaluation reports.

The competition in question, the Complex Building National and Special Architectural Project Competition of Özyalçın Construction, faced controversy when it was discovered that the evaluation reports were not signed by all jury members, rendering the competition incomplete according to regulations. The KTMMOB Chamber of Architects and the KTMMOB Chamber of Civil Engineers released a joint statement expressing their disappointment in the handling of the competition evaluations.

A legal opinion from Oktay Feridun and Partners Law and Legal Consultancy Office supported the petition of the KTMMOB Chamber of Civil Engineers, stating that the competing team should have been disqualified based on competition regulations. The petition and legal opinion were shared with the competition jury, revealing discrepancies in the evaluation process.

Following the submission of incomplete reports to the administration by the competition rapporteurs, the chambers are now awaiting the administration’s response to their request for arbitration by the KTMMOB Chamber of Architects. The Chambers have committed to taking all necessary legal actions to address the violation of competition regulations under the TRNC Tender Law and competition specifications.
