Kazakhstan and Expertise France Strengthen Partnership in Technology, Transport, and Health

The strong relationship between Kazakhstan and France continues to deepen as the government of Kazakhstan and the French Development Agency (AFD) expand their cooperation in various sectors. Jérémie Pellet, Director General of Expertise France, commented on the growing partnership during a meeting with journalists in Astana on March 19.

The strategic partnership between France and Kazakhstan has been reinforced by recent high-level visits between the two countries’ leaders. President Emmanuel Macron visited Kazakhstan, and President Kassym-Jomart Tokayev visited France in November 2024, outlining key areas of cooperation that are now being implemented.

The AFD agreement between Kazakhstan and France was signed in November 2023, allowing the agency to begin operations in Kazakhstan. AFD’s focus will be on sectors such as health, social protection, water, sanitation, and irrigation to strengthen public institutions. In January 2025, President Tokayev ratified the agreement, solidifying AFD’s operational framework in the country.

One of the main initiatives highlighted by Pellet is digital transformation and transport development. A new project focused on digital connectivity aims to provide internet access via satellite, benefiting rural regions in Kazakhstan. This initiative will expand and strengthen internet access for schools and broader territories currently lacking coverage.

Expertise France has been actively working in the region, implementing technical assistance projects and mobilizing international experts. The agency’s presence in Central Asia is expanding significantly with the launch of the TEI Digital Connectivity in Central Asia project, part of the European Union’s Global Gateway strategy to enhance digital connectivity across the region.

In addition to digital transformation, cooperation also extends to the transport sector. Expertise France is collaborating with the European Commission and German partners to develop the Trans-Caspian International Transport Route (Middle Corridor) to reduce shipping time between China and Europe.

Healthcare, agriculture, and education are also areas of focus for the partnership. Expertise France will provide technical assistance and facilitate international investments in Kazakhstan, including funding for healthcare facilities and support for education programs.

As Expertise France’s presence in Kazakhstan grows, the agency aims to continue mobilizing resources and supporting joint initiatives with the government of Kazakhstan. By working together, both countries hope to achieve mutual benefits and strengthen their cooperation even further.
