Kazakhstan Introduces Water Security Concept into Legislation
ASTANA – Kazakhstan has taken a significant step towards ensuring water security by incorporating the concept into its legislation for the first time. President Kassym-Jomart Tokayev signed the first block of amendments to the Water Code on April 9, marking a milestone in the country’s efforts to safeguard its citizens and economy from water shortages and pollution.
The new amendments not only focus on protecting Kazakhstan’s interests in the use and preservation of transboundary water bodies but also introduce revised approaches to water resources management. These revisions prioritize the protection of water resources, encourage public participation in decision-making processes, and emphasize the importance of basin-based management.
Furthermore, the amendments outline measures to prevent and eliminate the harmful effects of water, particularly in dealing with floods. The state regulation and control over the use and protection of water resources have also been tightened, with basin water inspectorates now empowered to carry out state supervision and implement rapid response measures as needed.
Additionally, the fifth block of the Water Code is aimed at ensuring the safety of hydraulic structures, further enhancing the country’s overall water security framework. These amendments reflect Kazakhstan’s commitment to effectively manage and protect its water resources for the benefit of present and future generations.
