MASAK Report Reveals Findings on ‘Reform Foundation’ in IMM Investigation
An investigation involving Istanbul Metropolitan Municipality (IMM) officials has taken a new turn with the emergence of a MASAK report on the Reform Foundation. The Chief Public Prosecutor’s Office is currently looking into the case, which involves seven suspects including IMM Deputy Secretary General Mahir Polat, Şişli Mayor Resul Emrah Şahan, and others.
At the request of the Chief Public Prosecutor’s Office, a report prepared by the Ministry of Treasury and Finance Financial Crimes Investigation Board has been included in the investigation file. The report focuses on suspect Mehmet Ali Çalışkan’s activities between 2004 and 2025, which include various roles such as General Manager, Supervisor, Consultant, and Chairman of associations, foundations, unions, and NGOs. It also highlights Çalışkan’s involvement in market and public investigation activities between 2018 and 2023.
The report reveals that Çalışkan had a 50 percent partnership share in the Team Social Impact Research Center AŞ in 2019, and later transferred management responsibilities to the Reform Institute Advisory Inc. in 2022. It also mentions a money transfer of 385 thousand pounds made by Çalışkan in 2024, which sparked investigations into the sources of the funds.
Furthermore, the report notes that some individuals who received money from Çalışkan have been linked to various crimes, including membership in armed terrorist organizations. The Reform Foundation, the focus of the investigation, is said to be involved in research and experimental development activities related to social and humanities, with key figures including managers Necati Özkan, Evren Balta, and İsmail Doğan Subaşı.
One individual named Murat Yeğen, associated with the Reform Foundation, has been registered on suspicion of membership in an armed terrorist organization. The investigation is ongoing as authorities delve deeper into the financial and organizational activities of the Reform Foundation and its members.
