Dursun Oğuz was the first to testify as a witness in the ongoing case. He began by emphasizing the government’s alertness to the earthquake that struck on February 6. Oğuz stated that a team was immediately dispatched to Adıyaman that morning and further teams were mobilized on February 7.

An experienced civil defender, Oğuz revealed that he received extensive training in both the Republic of Turkey and the USA, venturing to Adıyaman in an effort to put his professional knowledge to use.

Upon arriving at the wreckage site, Oğuz described a scene of devastation. The building was no longer inhabitable, with only one person miraculously surviving. Oğuz expressed deep remorse and a sense of culpability, acknowledging the failure to assess the wreckage and offering a heartfelt admission of guilt.
