
Obtaining Bank Cards for Foreigners in Kazakhstan

Foreign nationals arriving in Kazakhstan face challenges in obtaining bank cards due to cumbersome regulations and unclear policies. The process has become essential as more foreigners come to Kazakhstan under the Neo Nomad Visa to live and work.
The National Bank of Kazakhstan reassures that banks in the country are open to foreign clients and follow the local legislation for account opening and card issuance. Foreigners can also use cards from their home countries in Kazakhstan, thanks to the well-developed payment system infrastructure.
However, stricter controls are on the horizon with a draft resolution proposing two-factor identification and limitations on active payment cards for foreign nationals without permanent residency. Remote card issuance will no longer be allowed to prevent fraud and illegal activities.
Kaspi.kz, a popular fintech company in Kazakhstan, offers services to foreigners but requires a local phone number for registration. The process differs for foreigners with and without residence permits, with the latter needing to visit the bank in person for processing.
Regardless of their status, applicants need to provide necessary documentation and pass verification checks, including screening against sanction lists and anti-money laundering procedures. Cards issued before Jan. 19 remain valid until expiration. These measures aim to ensure financial security and prevent illegal activities in the banking sector.
