PACE Commends Kazakhstan’s Reform Progress
The Parliamentary Assembly of the Council of Europe (PACE) has recently issued a declaration commending Kazakhstan for its significant progress in democratic and political reforms. The declaration, released on April 17, highlights the importance of these reforms in building a just and fair Kazakhstan.
This year marks the 20th anniversary of the cooperation agreement between PACE and the Kazakh Parliament, signed on April 27, 2004. PACE acknowledges the efforts of the Kazakh parliament in successfully implementing the provisions of the agreement and welcomes the decision by Kazakh authorities to abolish the death penalty through the Constitution of Kazakhstan.
PACE has expressed satisfaction with the collaboration between Kazakhstan and the Council of Europe institutions, considering Kazakhstan a key partner in the region. They have welcomed the Committee of Ministers’ adoption of the Neighbourhood Co-operation Priorities with Kazakhstan for the period 2024-2027 to enhance Kazakhstan’s legislation and align it with European standards.
The declaration encourages Kazakhstan to uphold the principles of inclusivity and equality for all, in line with the values of the Council of Europe. The strong and constructive cooperation between Kazakhstan and PACE is evident through Kazakh parliamentarians’ regular participation in PACE plenary sessions, committee work, observation missions, and rapporteur duties.
With two country reports prepared and plans for a third report on Kazakhstan, there is a recognition of the potential for continued collaboration with the Council of Europe amidst ongoing democratic transformations. Kazakhstan’s membership in the Venice Commission and observer status in various European councils and conventions demonstrate its commitment to upholding European standards.
Kazakhstan’s request for observer status with the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism is currently under consideration by the Council of Europe. Additionally, Kazakhstan has applied to join the Warsaw Convention and is a member of the Group of States against Corruption (GRECO) with progress reports on implementing GRECO recommendations.
Overall, Kazakhstan’s efforts in democratic and political reforms have been recognized and commended by PACE, paving the way for continued cooperation and alignment with European standards.
