President Tokayev’s Priorities for Youth Personnel: Gender Balance and Competitive Salaries
President of Kazakhstan Kassym-Jomart Tokayev attended the Presidential Youth Personnel Reserve forum on Feb. 20, focused on boosting the rule of law, gender equality and salaries for civil servants, according to the Akorda press service.
As part of Kazakhstan’s ongoing efforts to reform and build a fair and just society, President Tokayev recently appointed a new Prime Minister and reshuffled key government positions.
In his address, President Tokayev emphasized the need for effective approaches and methods to cultivate a new generation of capable and ambitious leaders within the public administration system.
Underlining the importance of the rule of law and order in all areas, Tokayev stressed the need for civil servants to maintain close contact with citizens and be guided by a new culture and value guidelines in their work.
The President also highlighted the necessity of establishing competitive salaries to attract scientists, experts, and committed citizens to the civil service, with a specific emphasis on ensuring gender balance.
According to Tokayev, there is a need to increase the number of women, youth, and citizens with disabilities in leadership positions within the public service. He emphasized that the civil service should become a cutting-edge industry, free from bureaucracy and opaque processes.
Furthermore, President Tokayev called for the optimization of the civil service system through the use of modern technologies, including AI and Big Data, to enhance interactions with the population and make well-informed decisions that consider the opinions of citizens.
President Tokayev initiated the Presidential Youth Personnel Reserve mechanism as a transparent and effective social lift for talented youth. The selection to the reserve, which takes place every two years, prioritizes meritocracy, competence, and dedication to public service.
As Kazakhstan continues its commitment to nurturing a diverse pool of talent that mirrors the country’s societal fabric, the Presidential Youth Personnel Reserve program underscores essential prerequisites such as citizenship, age, education, and language proficiency to identify future leaders.
