Promoting Human Capital Development and Multiateralism for Stronger Japan-Central Asia Relations

The first-ever expert dialogue in Central Asia+Japan format took place in the Kazakh capital of Astana on March 6, focusing on cooperation between the region and Japan, regional integration, and foreign policy.

Organized by Kazakhstan’s Institute for Strategic Studies (KazISS), the Embassy of Japan in Kazakhstan, and Maqsut Narikbayev University (MNU), the event brought together leading experts, diplomats, and policymakers.

Japan was the first country to initiate a dialogue with Central Asian countries in a C5+1 format in 2004, setting an example for other nations to follow suit. Ambassador of Japan to Kazakhstan, Yasumasa Iijima, highlighted the collaboration in politics, economics, culture, and human exchange facilitated by this format.

The dialogue aims to foster peace, stability, and sustainable development in Central Asia, with commitments to support the sovereignty and economic foundation of the region.

Despite challenges, the potential for stronger relations between Kazakhstan and Japan is significant. Yerkin Tukumov, director of KazISS, emphasized the need for long-term planning and cooperation in sectors such as education, high-tech industries, and transport infrastructure.

Central Asia’s growing importance for Japan was highlighted by Tomoyuki Yoshida, chief executive director of the Japan Institute of International Affairs, who spoke about shared values and norms between the regions. He emphasized the partnership as a means to uphold the global order and deepen mutual understanding through cooperation in various fields.

Furthermore, Tomohiko Uyama, a professor at Hokkaido University, emphasized the role of Japan and Central Asia in supporting multilateralism and a balanced world order. He highlighted the importance of middle powers in ensuring stability, peace, and development amidst global uncertainties.

The dialogue between Japan and Central Asia serves as a platform for strengthening ties, deepening cooperation, and advocating for a more inclusive and equitable international system based on mutual respect and collaboration.
