Proposed Constitutional Amendments to Limit EU Joint Borrowing

The proposals to amend the Fundamental Law have been formally submitted to Parliament following an announcement made by Gergely Gulyás, the minister responsible for the Prime Minister’s office, last Thursday during a government press briefing.

As reported by Hungary Today, the proposed amendments aim to strengthen rules on child protection, mandate a two-thirds majority for Hungary’s participation in the EU’s common borrowing scheme, and regulate military operations of the Hungarian Defense Forces.

According to Hungarian Nation, the proposal put forward by Zoltán Tessey (Fidesz) states that Hungary may participate in the EU’s borrowing and guaranteeing of loans only with the approval of the government, based on the authorization of the National Assembly through a two-thirds majority vote.

The purpose of this proposed amendment is to ensure that the Hungarian government can only agree to borrowing on behalf of the EU with the support of a two-thirds majority in parliament.

Another proposal, introduced by Imre Vejkey (KDNP), seeks to supplement the provisions of the Fundamental Law regarding the president’s right to grant pardons.

This proposal aims to define a cardinal law outlining intentional crimes against children for which the head of state cannot grant pardons. The justification provided is that children are of utmost importance in Hungary, and perpetrators of crimes against children must face full legal consequences.

Furthermore, Lajos Kósa’s (Fidesz) proposal calls for a cardinal law outlining the basic rules for authorizing military operations, deployments, and cross-border troop movements for both the Hungarian Defense Forces and foreign armed forces operating within Hungary.

The explanatory memorandum stresses the necessity of such laws in the current age of danger, particularly with Hungary’s neighbor being at war for more than two years.

In related news, a new draft law for stricter child protection measures has also been submitted, as penalties for pedophiles are set to be further tightened.

These proposed amendments to the Fundamental Law are aimed at addressing important issues such as child protection, EU borrowing participation, and military operations regulation, reflecting the government’s commitment to ensuring the safety and well-being of Hungarian citizens.
