Proposed Judicial Reforms: Amnesty for Prisoner Disciplinary Offenses
Convicts in Turkey who have been sentenced to less than 10 years have the right to be transferred to open prisons. However, this is granted on the condition that they spend only a month of their sentences in closed prisons and demonstrate good behavior. Additionally, there must be 7 years or less left until their conditional release is due. Those convicted of more than 10 years in prison can be transferred to open prisons, as long as they have spent one tenth of their sentence in any prison, continue to exhibit good behavior, and have 7 years or less until their conditional release date.
Those who have been handed life imprisonment sentences or have been convicted for specific crimes such as aggravated theft, plunder, or facilitating drug use may also be eligible for transfer to open prisons. The same applies to individuals who have been convicted of sexual assault, abuse of children, or certain acts of violence towards their spouse. However, there are restrictions for those convicted of terrorism or crimes against sexual immunity.
These details were highlighted during the ‘7th Anniversary of the Appeal Legal Remedies Evaluation Meeting,’ where Minister Tunç emphasized the government’s goal of making the 21st century the century of justice and the righteous. He also spoke of plans to implement new reforms, including the establishment of Regional Courts of Justice and Administrative Courts, to make justice more accessible to the public.
Minister Tunç also commented on the need for a re-evaluation and potential legal measures regarding violence in football. Noting their commitment to preventing violence and disorder in sports, he mentioned ongoing discussions regarding the enhancement of criminal sanctions and administrative fines in relevant laws.
As the government continues to prioritize judicial reform, discussions such as those mentioned by Minister Tunç are expected to play a key role in shaping the future of the Turkish justice system.
