Public Workers Begin Negotiations for Salary Raise

Authorized confederations are gearing up for the 2025 Public Collective Labor Agreements Framework Protocol, which will impact nearly 600 thousand workers in public institutions and organizations across various sectors.

The TÜRK-İŞ Board of Presidents is scheduled to meet on January 23, following a gathering of the “Public Coordination Board” led by TÜRK-İŞ Deputy Chairman Ramazan Ağar on January 22. Decisions made at the coordination board meeting will be discussed during the upcoming Board of Presidents session.

Similarly, HAK-İŞ has established its own “Public Coordination Board” under the leadership of Deputy Chairmen Devlet Sert and Halil Çukutli. After holding their initial meeting at HAK-İŞ Headquarters on December 26, 2024, the board will reconvene in the near future to further address the unions’ opinions and demands.

As unions within the agreement’s scope seek authorization from the Ministry of Labor and Social Security, it is expected that all unions will have their authorization documents finalized by the end of the month.

The upcoming 8th Term Collective Agreement negotiations for the years 2026-2027, impacting approximately 4 million civil servants and 2.5 million retired civil servants, are set to commence on August 1. The 2025 Public Collective Labor Agreements Framework Protocol holds significance not only for public workers but also for private sector collective bargaining agreements, such as the Turkish Metal Industrialists’ Union Group Collective Agreement, mirroring the terms set for civil servants.

As these preparations progress, it is evident that the labor landscape in Turkey is undergoing critical changes, with various agreements and protocols shaping the future of workers across different sectors.
