Rising Interest in AI and Digital Skills in Kazakhstan: A Survey Analysis

A recent survey conducted through the eGov mobile application in Astana has revealed that an overwhelming 79% of respondents are eager to develop artificial intelligence (AI) skills, according to the Ministry of Digital Development, Innovation and Aerospace Industry. The survey, which took place from March 3 to 9, saw participation from more than 53,000 people nationwide, with 65% integrating AI into their daily lives and 35% using it in their professional activities.
The results of the survey also highlighted varying levels of digital literacy among respondents, with 22% being proficient in AI, 43% having basic knowledge but rarely using it, and 34% being unfamiliar with the technology. Interestingly, citizens aged 30 to 45 made up the majority of participants at 48%.
Vice Minister of Digital Development Rostislav Konyashkin emphasized the public’s interest in AI as an opportunity for digital education and skill development. He stated, “We see a strong demand for digital skills training. This is a great chance for development.”
When asked about the impact of AI on daily tasks, 47% of respondents highlighted the importance of human oversight, while 29% expressed concerns about potential job losses. However, 22% believed that AI would enable individuals to focus on more complex tasks.
In addition to the survey findings, Kazakhstan is also making strides in regulating AI technology. In February 2025, the Mazhilis began the review of a bill that aims to ban fully autonomous AI systems – those that make decisions without human control. The proposed law also includes provisions for classifying AI based on risk levels and creating a national AI platform.
Overall, the survey results underscore the growing interest and importance of AI skills development in Kazakhstan, as well as the need for responsible regulation and oversight of AI technology.
