In response, the US Permanent Representative to the UN, Linda Thomas-Greenfield, criticized Russia for not consulting with other countries before presenting its bill. Thomas-Greenfield contended that Russia’s failure to condemn Hamas obscured the atrocities committed by the recognized terrorist organization.

Palestine’s Permanent Representative to the UN, Riyad Mansour, admonished the UNSC for its inaction in the face of the ongoing attack on the Gaza Strip, affecting millions of people over the past 10 days. Mansour stressed that escalating the violence would not enhance Israel’s security and called for immediate action in three areas. These included an immediate halt to attacks, unimpeded humanitarian aid access to Gaza, and the prevention of forced displacement.

Mansour underscored the importance of protecting civilians everywhere and issued a plea to stop the massacre if the goal is to prevent the conflict from spreading beyond the region and into the international arena.

It is worth mentioning that the UNSC has not approved a resolution on the Israel-Palestine issue since 2016. The last draft resolutions in 2018, proposed by the United States and Kuwait, were also rejected due to the ongoing tensions in Gaza. The most recent successful resolution, Resolution 2234, was adopted in 2016 with 14 “yes” votes and a US abstention.

The failure of Russia’s draft resolution reflects the ongoing challenges in finding a consensus and lasting solution to the Israeli-Palestinian conflict, further highlighting the deep-rooted complexities that hinder progress towards peace and stability in the region.
