
3-Year Training Program for Tourism and Hotel Industry Personnel

Starting from the academic year 2024-2025, a new system of personnel training in the fields of tourism and hotel management will be implemented in state higher education institutions. This initiative is in accordance with the presidential decree “On measures to improve the personnel training system in the field of tourism.”
Under this new system, 3-year higher education programs will be introduced, with the educational process being structured around dual education utilizing the “block-module” system. This approach aims to provide students with a well-rounded education that combines theoretical knowledge with practical experience.
The distribution of theoretical and practical training throughout the three years is as follows: 80% theoretical and 20% practical in the 1st year, 50% theoretical and 50% practical in the 2nd year, and 30% theoretical and 70% practical in the 3rd year.
Furthermore, starting from August 1, 2024, higher education institutions will be able to establish practice bases for students in various sectors of the tourism industry, such as tour operators, tour agents, and hotel services. These practice bases will not require the status of a legal entity.
Additionally, until January 1, 2027, any profit tax generated from services provided by the practice bases of higher education institutions training personnel in the field of tourism will be subject to a 50% reduction compared to standard tax rates.
This new approach to personnel training in tourism and hotel management aims to better prepare students for careers in the industry by providing them with a combination of academic knowledge and practical skills. It is hoped that this initiative will contribute to the development of a skilled workforce in the field of tourism.
