ADM Jizzakh CEO Calls for Reimposing Import Duties on Electric Vehicles

ADM Jizzakh, a major automotive plant in Uzbekistan, has proposed the reinstatement of import duties on electric vehicles. This announcement was made by the CEO of ADM Jizzakh, Doniyor Davletiyarov, during a dialogue with entrepreneurs in the automotive and electrical engineering sectors on July 26.

Davletiyarov expressed concerns about the oversaturation and overheating of the car market in Uzbekistan. He highlighted the need for regulations on the import of cars by individuals, as imported vehicles often do not meet local standards and are certified under a simplified procedure.

The CEO also suggested a return to importing vehicles through official dealers and implementing stricter import rules for cars. He raised the issue of paying duties on imported components and goods, noting that suppliers of electric vehicles currently do not face similar duties.

Davletiyarov emphasized the lack of feasibility in producing pure electric vehicles in Uzbekistan due to the absence of duties. He proposed formalizing the electric vehicle import market and introducing certain duties, including new certification requirements for imported electric cars, particularly those from China.

ADM Jizzakh plans to start producing hybrid and electric vehicles by 2026, with significant investments in new projects and an expansion of the workforce. The BYD plant in the Jizzakh region has already begun producing electric vehicles, aiming to increase production and introduce its products to regional markets.

In 2019, imported electric vehicles in Uzbekistan were exempt from customs duties, excise, and vehicle taxes. The introduction of “green” license plates for electric vehicles by the Main Department of Traffic Safety in November 2021 reflects the country’s growing focus on sustainable transportation.
