The delegation’s visit was organized at the invitation of Denis Afanasyev, Deputy Governor of the Astrakhan Region.

Despite arriving in Moscow from Baku to continue their journey to Astrakhan, Azer Badamov was unexpectedly detained at the airport. Authorities informed him without prior notification that he was prohibited from entering Russia. Following a period of detention, Badamov was subsequently returned to Azerbaijan.

In response to this incident, the Azerbaijani Embassy in Russia reached out to the Russian Ministry of Foreign Affairs. While a representative acknowledged the issue and promised an investigation, no explanation for the entry ban was provided.
