Bar-Bulak Resort in Issyk-Kul Region Reverts to State Ownership

The State Committee for National Security of Kyrgyzstan (SCNS) has made a significant move by returning the Bar-Bulak resort to the state. The SCNS press center reported that the resort, situated on a 2.3-hectare land plot in the Ton district of Issyk-Kul region, was illegally transferred to the Ton branch of the Social Fund back in 2005 to settle a debt.

Officials of the Ak-Terek rural administration played a role in the wrongful transfer of the property, despite the fact that the resort was not under their jurisdiction. In 2006, a private individual named B.Zh. purchased the resort from the Social Fund for 2,542,740 soms and obtained a document asserting his right to private ownership. However, in 2007, the inter-district court of Issyk-Kul region deemed the transaction invalid, leading to B.Zh. getting refunded.

Nevertheless, the state-issued document granting private property rights was not revoked, enabling B.Zh. to continue using the resort unlawfully. In an attempt to legitimize his possession, B.Zh. resorted to falsifying documents and securing a loan against the resort from Aiyl Bank OJSC in 2016. Subsequently, he was apprehended by investigative authorities on suspicion of document forgery and money laundering. Confessing his wrongdoing during the investigation, B.Zh. agreed to transfer the Bar-Bulak resort to the State Property Management Agency of the Kyrgyz Republic.

Presently, experts are evaluating the property, and the investigation into this matter is ongoing. The SCNS remains vigilant in ensuring that justice is served and that such illicit activities are deterred in the future.
