Bishkek City Hall Introduces Fine for Unpaid Parking

Bishkek City Hall is proposing a fine of up to 1,000 som for unpaid parking in the capital city. Vice Mayor Zhamalbek Yrsaliev presented the corresponding bill at a meeting of the Committee on Law and Order, Combating Crime and Corruption of the Parliament.

According to the proposal, legal entities will face a fine of 5,000 som for unpaid parking in a paid zone.

Yrsaliev explained that the municipality is working on implementing an automated parking payment system through investors and public-private partnerships. However, potential investors have raised concerns about the lack of mechanisms to hold drivers accountable for not paying for parking, which could hinder the project’s success.

Currently, Bishkek City Hall manages 47 parking lots with a total of 2,592 spaces. The introduction of fines for unpaid parking is aimed at improving parking management in the city.

After reviewing the bill, lawmakers approved it in the first reading. The fine for unpaid parking is expected to encourage compliance with parking regulations and ensure smoother traffic flow in the capital.
