Blueprint for Crypto Exchanges Established
Countries around the world are rapidly implementing regulations on crypto asset service providers, with the European Union (EU) preparing to enforce the “Crypto Asset Markets Regulation” in July 2026. The UK is also working towards implementing regulations in 2026, while countries like Japan and Singapore have already set guidelines for crypto asset service providers.
In Turkey, the “Law on Amendments to the Capital Markets Law” for the crypto asset ecosystem was approved by the Turkish Grand National Assembly on June 26, 2024, marking the creation of the first legal framework for crypto assets in the country.
A new capital adequacy obligation has been introduced for crypto asset service providers, with the Capital Markets Board finalizing secondary regulation studies in collaboration with the Ministry of Treasury and Finance. The regulations also require the establishment of internal audit, internal control, and risk management units for service providers, along with additional capital adequacy obligations to protect the financial structure of the sector.
Furthermore, a listing committee will be established to make decisions regarding the listing and delisting of crypto assets on platforms. Documentation and registration obligations for service providers have also been determined, with integration with the Central Registry Agency (CRA) required for balance information of customers.
Minister of Treasury and Finance Mehmet Şimşek emphasized the importance of the detailed and comprehensive regulations, stating that they aim to create a trustworthy environment for investors. These regulations are expected to enhance market efficiency, investor security, and prevent criminal financing within the crypto asset ecosystem.
Overall, these regulations are seen as a positive step towards creating a secure and controlled environment for crypto asset transactions in Turkey, while also contributing to the country’s financial markets and the development of the fintech ecosystem.
