The Law on State Civil Servants is being amended. According to this amendment, a provision that allows civil servants who have not received any disciplinary penalties for 8 years to benefit from an additional grade, will be applicable to those who transition from contracted status to official positions within the scope of the Law on State Civil Servants and Some Laws, as well as Decree Law No. 663.

Officials who wish to work in official foreign institutions of foreign countries or international organizations that can be of similar nature and will be determined by the President will be granted unpaid leave. This regulation will expand the possibility for public officials to engage in activities that may be beneficial for the national interests and public welfare of the country as well as their professional development, without incurring any additional financial burden.

Individuals who were removed from management positions under the relevant articles of Decree Law No. 375 or were reappointed to relevant positions, or those who voluntarily left their positions before this provision came into effect, can reapply for their previous positions within 3 months without the need for an additional procedure, provided that they meet certain conditions without having to undergo security checks more than twice.

The amendment also includes provisions for spouses of officials working in international organizations that Turkey is a member of, as well as employees of public enterprises’ overseas units or those assigned abroad for more than 6 months, to be granted unpaid leave for up to 10 years, upon documentation to the institution every year.

Furthermore, changes are being made to the Tax Procedure Law regarding “Force Majeure Delay.” The Ministry of Treasury and Finance will have the authority to declare force majeure due to certain circumstances, taking into account various criteria related to taxpayers and regions affected by disasters. In cases where force majeure is declared, the situation will be deemed resolved three months after the end of the third month following the date when the force majeure occurred.

These amendments aim to streamline the procedures and regulations related to civil servants and public administration, as well as to facilitate international cooperation and professional development opportunities for public officials. The changes will come into effect gradually and are designed to benefit both the public servants and the country as a whole.
