CHP’s Bylaw Amendment Approved in Breakthrough Decision
The 20th Extraordinary Congress of the Republican People’s Party (CHP) has concluded with the approval of amendments to the party statute. These amendments will have significant implications for the party’s leadership structure and candidate selection process.
One key amendment states that the general chairman will now be represented by the general secretary and deputy chairmen in a specific order determined by the protocol regulation. This change will impact the hierarchy within the party’s Central Executive Board (MYK), the highest governing body of the party.
Additionally, new rules have been established for candidate selection in party congresses. A written proposal from a certain percentage of congress members will now be required for individuals to become candidates for the chairmanship or as presidential candidates. These changes aim to streamline and formalize the candidate selection process within the party.
Furthermore, the amendment introduces various methods for determining candidates for TBMM (Turkish Grand National Assembly) membership, including primary elections, candidate polling, and central polling. The Party Assembly (PM) will have the authority to decide which method will be applied in each electoral district, in consultation with provincial organizations.
The amendment also includes provisions for gender and youth quotas in candidate selection for various party positions, as well as measures to ensure balanced representation in terms of region, gender, age, and profession. Disabled candidates will also be given priority in candidate lists for electoral districts.
Moreover, the amendment introduces a three-term rule for members of parliament and local government officials, limiting individuals to three consecutive terms in office. Exceptions to this rule may be considered under certain circumstances, such as in electoral districts where the party does not have a member of parliament.
