Death of Arstan Alai in Prison Colony No. 31

On January 5, 2024, Arstanbek Abdyldaev, also known as Arstan Alai, was found dead in the cell of prison colony No. 31 of the State Penitentiary Service. According to lawyer Kaisyn Abakirov, this tragic outcome was the result of illegal actions by law enforcement agencies, investigations, courts, and the Penitentiary Service.

Abakirov stated that despite his repeated written appeals to the management of the pre-trial detention center to ensure the security of his client, Abdyldaev was transferred to colony No. 31. This occurred despite the fact that the investigating judge of the Oktyabrsky Court had taken him into custody in violation of the norms of the Criminal Procedure Code.

The lawyer underscored that the consequences of these actions led to the death of Abdyldaev and called for the Prosecutor General’s Office to bring all guilty officials to criminal responsibility.

Prior to his death, the press center of the State Committee for National Security reported that Abdyldaev was detained on suspicion of inciting religious hatred. It was alleged that he posted calls for inciting religious and interreligious hostility, and propaganda of identity of citizens based on religious commitment through social media, books, and brochures. The statement noted that Abdyldaev considered himself a “new god” and a “savior,” and gave negative assessments of other religions, beliefs, and views.

The circumstances surrounding Abdyldaev’s death raise concerns about the treatment of individuals in custody, as well as the potential risks and consequences of incitement and dissemination of religious hatred. The case also highlights the importance of upholding legal and procedural standards in the administration of justice.
