Declining Demand for Guest Workers in Hungary Amid Economic Challenges
In recent months, Hungary has seen a significant shift in the demand for guest workers, with a notable 18% of employers reporting an increased need for foreign labor, while over 45% indicated they require fewer guest workers. This change is primarily attributed to the country’s sluggish economic growth.
According to Forbes, a leading outlet focused on the Hungarian economy, regulations stipulate that third-country nationals can only work in Hungary in roles that cannot be filled by the local workforce or where Hungarian employees are scarce. This limitation reflects the government’s efforts to prioritize local job seekers amidst evolving labor market dynamics.
This year, regulatory changes have imposed a cap on the number of guest worker residency permits, which is set at 35,000. Additionally, the Orbán government has narrowed the list of eligible sending countries from which guest workers can be recruited, affecting the diversity of the workforce.

The current economic climate has led to a more cautious approach from employers when it comes to hiring foreign labor. According to research from the Confederation of Hungarian Businesses (Vos), trends show that while some employers are still seeking guest workers, the overall demand is diminishing. Specifically, 18% have expressed an increased demand, whereas 45% reported needing fewer guest workers, and the remaining 37% noted that their requirements remained static.
Furthermore, the primary countries supplying guest workers to Hungary have been identified as the Philippines and Ukraine, where recruitment activities are particularly robust.
