Bishkek – On April 30, 2025, during a session of the Parliament, MP Gulya Kozhokulova raised significant concerns over the $7 million allocated for the drafting of the Digital Code of the Kyrgyz Republic. Kozhokulova voiced her frustration over the incoherent structure of the drafting process, noting that each government body was assigned separate chapters that lack alignment. “Every ministry has deputies responsible for digitalization. Although we previously had a large Ministry of Digital Development with extensive functions, responsibilities have now been scattered among the Presidential Administration and various other agencies. We have failed to establish a dedicated ministry,” she argued.

She emphasized that the proposed Digital Code is riddled with flaws and called for it to be revisited. “This draft should be sent back for a second reading, with a special parliamentary group formed to oversee its revision,” she insisted.

Despite Kozhokulova’s objections and a comprehensive critique of the draft, the Parliament voted in favor of approving the Digital Code in its second reading. This controversial decision has raised questions about the future of digital governance in the country, indicating a need for greater coherence and oversight in legislative processes related to digital development.
