President Shavkat Mirziyoyev of Uzbekistan has recently unveiled new social assistance measures designed to aid families in need. These measures are aimed at supporting low-income families by streamlining access to aid without requiring additional documentation. One of the key proposals includes the establishment of a daytime care service for children with disabilities, allowing their mothers to work and pursue education.

During a video conference held on December 13, the President reviewed a presentation on improving the targeting of social assistance and implementing a new system for caring for people with disabilities. Based on global experience and modern trends, a series of proposals have been developed to address these important issues.

One of the initiatives being implemented is the recognition of families as poor, which will grant them access to social assistance through the “Women’s Register” and “Youth Register” initiatives. Funds will be allocated proportionally to different districts and cities based on population size, the number of people with disabilities, and low-income families.

In addition, redundant forms of social assistance will be eliminated, and a unified list of 28 types of social assistance will be approved. Medical treatment and surgical operations, which were previously funded through social registers, will now be covered by the State Health Insurance Fund.

President Mirziyoyev emphasized the importance of providing special care and attention to children with disabilities. As part of this effort, a daytime care service for children with disabilities aged 3 to 18 will be introduced through public-private partnerships. This service is expected to benefit around 2,000 children with severe disabilities by the end of the year, allowing their mothers to work and pursue education.

Furthermore, an information system called “Children’s Health” will be launched to track the diagnoses of children with disabilities and provide comprehensive medical, rehabilitation, educational, and social services.

Overall, these new social assistance measures aim to help families overcome poverty and improve their socio-economic status. President Mirziyoyev has approved these proposals and instructed authorities to consider the employment potential of families, place non-working individuals under state social protection, and facilitate their social integration.
