Expansion of Excluded Crimes from Amnesty by Deputies

Bishkek – 15:31, 28 January 2025 – A group of deputies of the Parliament of Kyrgyzstan has put forward a bill to expand the list of crimes for which amnesty cannot be applied under the law. This proposal was announced during a meeting of the Committee on Constitutional Legislation, State Structure, Judicial, Legal Issues, and Regulations of the Parliament.

Currently, crimes such as financing terrorist activities, public calls for terrorist acts, financing organized groups and criminal associations, illegal arms and ammunition trafficking, and sabotage are not eligible for amnesty.

If the suggested changes are implemented, it would mean that amnesty cannot be applied to defendants and those convicted of creating an organized group or participating in one, or creating an illegal armed formation or participating in one.

The bill has been endorsed by the committee in the second reading, signaling a step towards stricter regulations regarding the granting of amnesty for certain criminal activities.
