It was determined that the fire originated from a Grill Plate device that was left open, and the thermostat did not function properly due to excessive warming of the container. The fire quickly spread from the oil hopper to the garbage bidon, causing a chain reaction that led to a rapid escalation of the flames.
The report also highlighted several critical factors that contributed to the severity of the fire and the high number of casualties. These included the lack of functional fire warning systems, delays in evacuating people from the building, and the use of elevator shafts as chimneys, which allowed the smoke and toxic gases to spread to upper floors at an alarming rate.
Furthermore, the report uncovered several deficiencies in the hotel’s safety measures and compliance with regulations. It was noted that despite multiple audits by various authorities, including the Ministry of Culture and Tourism, significant lapses in fire safety protocols and emergency response procedures were evident.
The investigation also found that the hotel owners and management were aware of these deficiencies but failed to take the necessary corrective actions. The report identified several individuals and entities as being primarily responsible for the lapses in safety measures and negligence that ultimately led to the tragic loss of lives.
In response to the findings of the report, 31 suspects were detained, with 22 of them being arrested and 9 released on judicial control. The authorities are now working to hold those responsible for the hotel fire accountable and ensure that such a tragic incident does not occur again in the future.
