New Regulations Proposed for Foreign Citizens in Kyrgyzstan
The Ministry of Digital Development in Kyrgyzstan has submitted a proposal to amend the Cabinet of Ministers’ resolution on the stay of foreign citizens and stateless persons in the country. The amendments aim to optimize the government service for documenting foreigners and stateless persons with temporary and permanent residence permits, as well as for their registration in the country.
One of the key changes proposed is the introduction of a new concept of residence permit – temporary residence permit. This new permit will be issued to citizens of Russia, Kazakhstan, Tajikistan, Armenia, Belarus, Georgia, Azerbaijan, and Moldova who are staying in Kyrgyzstan for private purposes.
The proposed regulations also include the acceptance of electronic applications for residence permits through the Single External Migration Registration System, electronic storage of application materials, and a reduction in the processing time for residence permit applications. Additionally, the Ministry of Digital Development will have the authority to decide on the forms, descriptions, and samples of residence permits.
Furthermore, the proposal seeks to amend the duration of registration for citizens of the aforementioned countries based on the purpose of their stay in Kyrgyzstan. For those visiting for private purposes, the registration will last one year on the basis of a residence permit, while those staying for educational or work purposes will also be registered for one year based on the relevant documents.
Overall, the proposed amendments aim to streamline the process of documentation and registration for foreign citizens and stateless persons in Kyrgyzstan, while also ensuring that the duration of registration aligns with the purpose of their stay in the country. The proposal is currently open for public discussion, and it remains to be seen how it will be received by stakeholders and the public.
