Former Chief of Novopavlovskoye Utility Enterprise Accused of Corruption
The State Committee for National Security of Kyrgyzstan (SCNS) has reported that the ex-chief of Novopavlovskoye Utility Enterprise of Sokuluk district in the Chui region has been found to have abused his official position. The ex-head, in collaboration with officials of Novopavlovskoye rural administration, allegedly created a corruption scheme to withdraw money from the local budget.
The corruption scheme involved entering into fictitious agreements with individual LLCs for construction and electrical installation work, the supply of construction materials, and other such activities. These companies then allegedly cashed out money but actually hired employees of Novopavlovskoe Utility Enterprise. Additionally, 10 percent of the money cashed out was reported to have been transferred to the managers of the LLCs.
There have also been allegations of forgery of signatures in contracts, acts of completed work, and cash withdrawal receipts. The audit revealed damage amounting to more than 90 million soms.
A criminal case has been initiated under Article 337 “Abuse of official position” of the Criminal Code of the Kyrgyz Republic, and the ex-head of Novopavlovskoye UE has been placed in the temporary detention center of the SCNS.
Investigative and operational activities are ongoing in an effort to identify other persons involved in the corruption scheme.
