Global Ethical Guidelines for AI Use Proposed by Shavkat Mirziyoyev

President Shavkat Mirziyoyev of Uzbekistan has put forward a proposal for the creation of a model law on the ethical use of artificial intelligence (AI). This initiative was announced during the plenary session of the 150th anniversary assembly of the Inter-Parliamentary Union (IPU) held in Tashkent on April 7.

During his speech, President Mirziyoyev stressed the importance of establishing a legal framework that addresses the ethical implications of AI technology. He suggested that this model law could serve as a valuable reference for countries around the world in effectively regulating the use of AI.

Uzbekistan has demonstrated its commitment to the advancement of AI technology. In 2021, President Mirziyoyev signed a decree aimed at creating favorable conditions for the accelerated introduction of AI technologies. This decree outlined plans to build a local AI ecosystem, support developers, and implement legal regulations in the field.

In August 2024, officials were tasked with establishing a Center for Artificial Intelligence Technologies and developing a national AI implementation strategy. Subsequently, in October 2024, a presidential decree was issued to approve the Strategy for the Development of Artificial Intelligence Technologies until 2030.

President Mirziyoyev’s proposal for a model law on AI ethics reflects Uzbekistan’s proactive approach to embracing and regulating emerging technologies. By laying the groundwork for ethical AI use, the country is positioning itself as a leader in the global tech landscape.
