
Government Agencies Fail to Spend Up to 12 Billion Soms of Budget Funds Annually

During a recent board meeting at the Presidential Administration, Kazybek Moldazhiev, Deputy Head of the Department of Control over Execution of Decisions of the President and Cabinet of Ministers, brought to light serious issues regarding the use of budget funds by government agencies.
Moldazhiev reported that a staggering 10 to 12 billion soms were left unused annually between 2022 and 2024. He deemed this situation as unacceptable, considering the significant efforts that have been made to increase the budget.
The Deputy Head pointed out that this has become a chronic problem for several government agencies, including the Academy of Sciences, the Customs Service, and regional development funds. In 2024, the utilization of allocated funds by entities such as Kyrgyzstandard, the State Agency for Land Resources, and the Judicial Department ranged from a mere 41 to 62 percent.
The primary reasons behind these shortcomings, as highlighted by Moldazhiev, stem from poor planning processes, shortcomings in public procurement procedures, delays in inspections, and contractor refusals. The situation is particularly dire for regional development funds, where even with increased funding in 2024, the utilization rate only reached 77 percent.
In response to these findings, Moldazhiev announced plans to strengthen control over the use of budget funds and implement strict measures against ineffective managers.
It is clear that decisive action is needed to address these inefficiencies and ensure that budget funds are utilized effectively for the benefit of the country and its citizens.
