Government Ministry Enforces Moratorium on Licensing of New Private Universities

Bishkek, February 22, 2025 – The Ministry of Education and Science of Kyrgyzstan has received a directive to temporarily halt the licensing of new private higher education institutions. This decision comes as part of a series of measures aimed at improving the quality and oversight of higher education in the country.

According to the press service of the Cabinet of Ministers, the Chairman, Adylbek Kasymaliev, has outlined several key actions to be taken by the Ministry:
– Introduce a single state platform for licensing
– Review decisions regarding accreditation
– Optimize standards and procedures of accreditation agencies
– Consider tightening sanctions against agencies
– Apply disciplinary measures to employees who do not fulfill their licensing and control obligations

The move comes in response to the rapid increase in the number of higher education institutions in Kyrgyzstan, with over 85 institutions now operating, including 31 state and 2 international universities.

By implementing these measures, the government aims to ensure that only high-quality higher education institutions are allowed to operate in the country, thus improving the overall standard of education for students. The Ministry of Education is expected to act swiftly to enforce the moratorium on new licenses and to implement the other measures outlined by the Chairman.

It remains to be seen how these changes will impact the higher education sector in Kyrgyzstan and whether they will lead to improvements in the quality of education provided by institutions across the country. Stay tuned for updates on this developing story.
