Government Proposes Mandatory Medical Examinations for Detainees
Members of the People’s Democratic Party of Uzbekistan discussed a draft law aimed at preventing cases of torture of suspects, accused, and defendants during criminal proceedings. The draft law, which focuses on amending the current legislation on detention, requires detainees to undergo a mandatory medical examination at the detention center before being placed there.
The purpose of this examination is to identify any injuries, damages, or wounds that may have resulted from torture or other causes. The process will involve the participation of a lawyer and the use of modern equipment to ensure accuracy and transparency.
One point of discussion during the meeting was the time frame within which detainees should undergo the medical examination after being brought to the detention center. This issue will be further deliberated in the next meeting with input from specialists in the field.
It was also highlighted that the official medical report will be shared with the detainee and attached to the case file, with a second copy given to the personnel responsible for bringing the detainee. If any injuries are identified, they will be recorded according to established procedures, and the prosecutor will be notified promptly.
Overall, members of the faction expressed their conceptual approval of the draft law and emphasized the importance of implementing measures to prevent torture and ensure the protection of detainees’ rights. Discussions will continue as efforts are made to finalize this important legislative initiative.
